Is Stand Up India Campaign a Master Move by PM? Read Everything You Should Know.

On 15 August 2015, Prime Minister Narendra Modi started a campaign called “Stand Up India”. The whole idea behind the campaign was to reach to the underserved sector of the country like Scheduled Caste, Scheduled Tribes and Women Entrepreneurs and help them to grow and participate in the economic growth of the nation. The campaign makes getting bank loans between 10 lacs and 1 crores to at least one scheduled caste, Scheduled Tribe or women borrower an easy and smooth task who is setting up a Greenfield enterprise. On the basis of three major pillars, Stand Up India provides a digital platform to encourage entrepreneurs from SC, ST and women category.

There are various benefits that can be enjoyed by SC, ST and Women Entrepreneurs under the Stand Up India Campaign. The first and foremost benefit of Stand Up India Campaign is that it helps in linking the prospective borrowers to banks and makes taking loans an easy task. Other benefits includes providing handholding support through a network of agencies in skill development, subsidy schemes, application filing, project report preparation , work shed/utility support services and many more through their web postal designed by SIDBI.

There are various Subsidy Schemes under Stand Up India campaign which are offered to everyone, SC/ST or women on central and state level. Here are the various schemes offered to the different communities under state or central level in Stand Up India Campaign:

For All:

Central Level

Technology Upgradation Fund Scheme (TUFS)

Technology Upgradation Fund Scheme was introduced by Ministry of Textiles. The scheme is for jute and textiles industry to facilitate the induction of state-of-the-art technology by textile units. Only capital subsidy (subject to a cap of INR 30 crore) is provided for eligible units under TUFS in the textile sector. Applications are welcomed from all over India.

Scheme for technology Upgradation /Establishment/Modernization for Food Processing Units


Setting up/Expansion or Modernisation of food processing industries covering various segments like milk products, poultry, meat, fruits and vegetables, oil seeds and other agri-horticultural sectors which lead to value addition and shelf life enhancement of the products are all included under this scheme. A grant subject of 25% is given in the form of assistance for the plant & machinery and a maximum of INR 50 lacs for general area and upto INR 75 lacs for difficult areas like J&K, Sikkim, North Eastern States etc is given under technical civil work.

Integrated Development of Leather Sector (IDLS)


To upgrade existing footwear, footwear components and leather and to enable them to productivity gains, cost cutting, design and development and encouraging entrepreneurs at the same time to set up new events, is the main aim of IDLS. The investment grant to an extent of 30% is granted under this scheme for plant and machinery for MSMEs and 20% for Non MSMEs with subject to ceiling of INR 50 lacs for technology expansion or upgradation. The rate of assistance for both MSMEs and Non MSMEs is 20% above 50 lacs subject to ceiling for INR 2 crores.

Credit Linked Capital Subsidy Scheme for Technology Upgradation (CLCSS)


By providing 15% capital subsidy to facilitate Technology Upgradation of Micro and Small Enterprises is the whole aim behind the CLCSS Scheme. The scheme is on those institutional financewhich are owned by them for improving technology in approved sub-sectors. The maximum limit of eligible loan for subsidy is INR 100 lakhs which is calculated with reference to purchase price of Plant & Machinery.

Technology & Quality Upgradation Support for MSMEs (TEQUP)


Through Energy Efficiency and Product Quality Certification, the TEQUP scheme of Stand Up India Campaign focuses on enhancing competitiveness of MSMEs. A maximum of INR 10lacs of grant is provided to an extent of 25% for implementation of Energy Efficient Technologies. A minimum of 15% reduction in energy consumption should be lead in the installed machines/projects and should be audited by a qualified Energy Auditor.

Government Subsidy for Small Business for Cold Chain


To provide integrated cold chain and preservation facilities without any stoppage from farm gates and directly to the consumers, is the whole aim of this scheme. Reefer vans, pre cooling facilities, or infrastructural facilities like Multi-line Processing/Collection Centre sets for organic, marine, meat etc are all covered under this scheme. Integrated Cold Chain can be set up and grant can be availed under this scheme, if individuals or groups of entrepreneurs, Self Help Groups, NGOs etc with business are interested in Cold Chain solutions.

Extension of Financial Assistance to Coir units in the Brown Fibre Sector


In the brown fibre sector, the Coir Board runs this scheme for financial assistance to 
the coir units. Under this scheme of Stand Up India Campaign, a financial rate of 25% is given as assistance for the cost of equipment and infrastructural facilities.

Scheme for Extension of Financial Assistance for Generator Set/ Diesel engine


A onetime subsidy is given to fibre/curled coir production units in the brown fibre sector, is the whole purpose of this scheme. Without any hindrance of production, during power cuts or low voltage and to make sure the requirements are made of coir rope, yarn and mats etc, this scheme helps a lot. A onetime financial assistance of 25% of the cost of the generator subject to a maximum of INR 50,000 is granted.

Marketing Assistance Scheme by NSIC


Under this scheme assistance is provided for the following activities:
– Participating in international exhibitions or organizing such exhibitions in abroad.
– Co- sponsoring exhibitions which are organized by other organization or agencies.
– Organizing intensive campaigns, buyer-seller meets or promotional events for marketing.

ISO 9000/ISO 14001 Certification Reimbursement Scheme


Small scale/ ancillary undertaking are provided with incentive under this scheme who have ISO 9000/ISO 14001/ HACCP certifications.

Marketing Support/ Assistance to MSMEs (Bar Code)


The scheme helps in providing financial assistance to Micro and Small enterprises who can enhance their marketing with the government support. MSEs are encouraged to use bar-codes for seminars and reimbursement of registration fees, under this scheme.

Support for Entrepreneurial and Managerial Development of SMEs


In this scheme, financial assistance in the form of funding is provided to the business in their early stage which can be commercialized in a year. Funding is given for setting up Business Incubators (BI) with a cost between INR 4-8lakh for each idea, subject to overall ceiling of INR 62.5lakh for each BI.

Lean Manufacturing Competitiveness Scheme for MSMEs


Under this scheme, assistance is provided for implementing of Lean manufacturing Techniques in which the primary cost is divided as 80% by Gol and 20% by beneficiaries.

Prime Minister Employment Generation Programme (PMEGP)

As the nodal agency at national level, this scheme was implemented by Khadi and Village Industries Commission. Through identified banks for eventual distribution to entrepreneurs in the bank accounts, the subsidy is routed by KVIC.
